The Town of Hempstead will spend $2,264,020 on street lighting maintenance, repairs, and electrical power infrastructure upgrades in 2026 after the Town Board awarded a contract to Denis O'Regan Electric, Inc. at its Tuesday meeting.

The Glen Cove-based electrical contractor submitted the sole bid for the project, which covers various street lighting locations throughout the Town of Hempstead in Nassau County.

Scope of Work

Single Bidder Raises No Flags

While Denis O'Regan Electric was the only company to submit a bid when proposals were opened in the Commissioner's Office on December 4, 2025, the Department of General Services Commissioner recommended awarding the contract, characterizing the firm as "the lowest responsible bidder."

Single-bid scenarios are not uncommon for specialized municipal contracts, particularly those requiring specific equipment, insurance levels, and experience with public-sector work. The Town's procurement policy requires advertising in the New York State Contract Reporter and on the Town website, with a minimum 10 business days for vendors to respond.

Contract Protections

Before the Commissioner of General Services can execute the contract on behalf of the Town, Denis O'Regan Electric must:

  • Execute the formal contract documents
  • Submit a required performance bond
  • Provide proof of insurance meeting Town specifications
  • Receive approval of all documents by the Town Attorney

The performance bond and insurance documents will be filed with the Town Clerk's office alongside the executed contract.
